COMMITTEE MEETING MINUTES
June 29, 2010
The Charter Review Committee – Form of Government Study
Committee met at 4:00 pm on June 29, 2010. Present were Resident Committee Members Sue Kettler and Bob Luther, Industrial Representative Committee Members Robin Novak and Gary Acton, and Councilmember, Committee Member Chris Schaefer. Jack Cameron was also in attendance.
The meeting started with Chris Schaefer giving a historical summary of why the Charter requires two industrial representatives on the committee as well as the initial basis for the form of government study every five years. This was followed by a brief description of Ohio forms of municipal government. These included the following:
Council – Manager (Cincinnati Model before recent changes)
City Commission (Dayton Ohio Model)
Council Mayor (Evendale’s current form)
Statutory City (Format used by Reading and Sharonville)
Following this, Jack Cameron passed out copies of the Evendale Charter and description of current Evendale Officers.
After these preliminary discussions, the committee decided that Sue Kettler and Bob Luther would be joint chair-persons. Chris Schaefer would be the secretary.
To bring the committee up to date on past committee decisions, Bob Luther suggested that the committee be given minutes and other documents from at least the last two Charter Review Committees. Other information sought was written descriptions of the various Ohio forms of municipal government, a survey of southwest Ohio municipal government forms and debt loads, if available, and an ICMA outline of acceptable. Jack agreed to provide this information over the next few weeks.
If any committee member thinks of additional information that would be pertinent, Jack agreed to attempt to supply it to the entire committee on an email request.
The next meeting was scheduled for August 3, 2010 at 4:00 pm. The meeting adjourned at 5:10 pm.
